In brief
Want to work in Italy from abroad or recruit a non-EU worker? Distinguish the entry programme from the employer’s individual application. A nulla osta is not a visa or a residence permit.

General information: the decree and nulla osta are different
The decree sets entry quotas for specified work categories. A nulla osta concerns a particular recruitment application handled by the Sportello Unico per l’Immigrazione (SUI). The decree is not a job listing and does not guarantee entry to jobseekers.
Who applies: employer and worker
For employed recruitment from abroad, the employer in Italy applies directly or through authorised parties. The worker provides the required details and later follows the visa process where required. Without an employer, start with a genuine job opportunity rather than submitting a Flussi application yourself.
Seasonal, non-seasonal and outside-quota routes
Seasonal and non-seasonal routes use different categories and forms. Entry outside ordinary quotas is limited to legally defined cases; having an employer is not enough. Some special measures also have their own limits and conditions. Check the sector, work type and applicable rules before selecting a form.
ALI portal, pre-filling and click day
ALI is the Ministry of the Interior portal. Pre-filling prepares the application before submissions open; it is not submission. A click day opens submissions for a category, not the day you receive a nulla osta. Read portal notices and keep the receipt: neither pre-filling nor submission guarantees a quota or approval.
After the nulla osta: visa, entry and residence
The worker follows the visa application with the competent Italian mission; the employer follows notices about confirming recruitment. After entry, both follow SUI instructions for entry registration, the residence contract and the permit application. The residence contract does not replace the permit. Do not treat a nulla osta alone as a guaranteed visa when planning travel.
What to prepare and what to do now
Employer: identify the category and form, prepare business and recruitment details and check attachments in the current instructions. Worker: clarify your country of residence, job and employer, then check the application status together. There is no universal document list. Use ALI for the application; do not send documents or credentials to MigraItalia.
Decreto Flussi 2026: check the calendar
2026 falls within the 2026–2028 programme. The click days below have already passed as of this review; they are not upcoming openings. The source gives 31 December 2026 as the application deadline, subject to available quotas. MigraItalia does not know remaining quotas or your application outcome.

Frequently asked questions
Can I apply without an employer?
In the employed recruitment route described here, the employer requests the nulla osta. Job searching and submitting a Flussi application are different activities.
Does an authorised quota mean a place is still available?
No. The decree’s allocation does not show remaining availability. Check current official allocations and notices.
If I am already in Italy, must I use Flussi?
Not automatically. Renewal, conversion and entry from abroad are distinct routes. Identify your current permit and intended change; entry rules do not apply to every conversion.
