In brief

For an unmarried minor child under 18 at application, consent from the other parent, if there is one, is required. The two-year residence condition does not apply to a minor child. Check the sponsor title: the source lists long-term status or a permit of at least one year for work, study, religious or family reasons or international protection. Prepare birth/parentage evidence, not marriage certification as proof of the parent-child relationship. For a spouse abroad and a non-EU sponsor, reunification is a route to check, not entitlement established by holding any permit. Check permit type and lawful residence duration: the ordinary rule requires two continuous years, with exceptions including international protection and special regimes. Check income and suitable housing unless an applicable exemption applies. Prepare passport details, permit, income/housing evidence and marriage certification following competent-office instructions. The person in Italy applies online for nulla osta to the Prefettura’s Sportello Unico Immigrazione; the relative then applies for a visa at the competent Italian mission and a permit after entry. Italian/EU sponsors have a different route.

What to do now
Explain steps for the stated relative. Ask only one unanswered route-changing question, such as permit type, never its number or a copy. Do not ask residence duration to apply the two-year rule to a minor child. Housing certification may involve the municipality; nulla osta belongs to Sportello Unico. Verify translation/legalisation with the consulate.
