MigraItalia · Find associations and support offices

Without documents? Understand your rights and find support

Free guidance for people without documents, with an expired residence permit or facing a difficult administrative situation.

You deserve to be heard and to receive reliable information. MigraItalia helps you identify useful services and organisations to contact. Options depend on each individual case; no webpage can guarantee regularisation.

If you are in danger or need urgent medical care

If there is immediate danger, call 112. For an urgent medical problem, contact emergency services. Do not wait for a reply from an organisation or MigraItalia.

A practical route: what to do and whom to contact

This guidance applies across Italy. Follow the steps in order; local services differ by city. Official links help you check the rules, but do not replace contacting the service responsible for your situation.

1. Healthcare and the STP code

Even without a residence permit, a foreign national may be entitled to urgent and essential healthcare, including ongoing treatment. Do not avoid seeking care because you lack documents.

Steps to follow

  1. Call or visit the public local health authority (ASL) where you are and ask for the service for foreign nationals not enrolled in the national health system, or the office that issues the STP (Temporarily Present Foreigner) code.
  2. Explain your health need and ask which documents may help if you have them. If you have no documents, say so clearly and ask how to proceed; do not provide false information.
  3. For a medical emergency, go to an emergency department or call 112 if there is immediate danger. For non-emergency care, ask the ASL how to obtain STP and where to receive treatment.
  4. If the person is a child, you are pregnant, or the issue concerns vaccinations or an infectious disease, tell the health service immediately and ask for the appropriate pathway.

2. School and protection of minors

Foreign children have the right to education even if they or their parents lack a residence permit or do not have all civil-status documents.

Steps to follow

  1. Contact the office of the nearest public school and ask to enrol the child, including during the school year.
  2. Explain which documents are missing and ask the school to guide you through enrolment. Lack of a residence permit should not be used to deny the child’s right to education.
  3. If the school does not know how to proceed, ask to speak to the headteacher or the local/regional school office.
  4. If the child is alone, abandoned or without a legally responsible adult, tell the school immediately and contact social services. If a child is in immediate danger or a serious emergency, call 114.

Official source or national contact

3. Family, children and unaccompanied minors

Lack of residence documents does not remove children’s rights. The appropriate solution depends on the family history and circumstances, so an individual assessment is needed.

Steps to follow

  1. If a child is in danger, experiencing violence, abandoned or unsafe, call 114 for guidance and referral to the competent services; call 112 in immediate danger.
  2. If a minor has arrived without parents or a legally responsible adult, inform the social services of the municipality where the child is located and ask for the protection and reception process for unaccompanied minors.
  3. For custody, guardianship, family reunification or family difficulties, request an appointment with a specialist family/child service or a lawyer experienced in children’s and immigration law.
  4. Gather essential information such as the child’s age, family relationships, location and any risks. Do not post documents or identifying details online.

Official source or national contact

4. Asylum and international protection

If you fear persecution, torture or serious danger if returned to your country, you can ask for information about international protection. Decisions depend on individual facts; there are no automatic guarantees.

Steps to follow

  1. You can express your intention to seek international protection at the competent Questura or border police. If you do not know where to go, call the national information service below.
  2. Call the free number 800 905 570 for multilingual information and guidance about seeking protection and whom to contact.
  3. Describe the facts truthfully and fully. Keep any relevant documents or evidence and receipts you receive. Do not hand original documents to unverified intermediaries.
  4. If you have already applied or received a decision, seek qualified help promptly because important deadlines may apply. Do not ignore official appointments or letters.

5. Where to ask for a bed, meals and urgent support

There is no single national desk that guarantees a bed or meal to everyone. The usual first contact is the social service in the municipality where you are; places and requirements vary by area and availability.

Steps to follow

  1. Check the official website of the municipality where you are and search for “social services”, “homeless support”, “emergency accommodation” or “community meals”. You can also search MigraItalia’s association directory by municipality or postal code.
  2. Call or visit the listed service and explain clearly whether you need a bed tonight, a meal, clothes, a shower, support for a family or a safe place for children.
  3. Ask for the service name, address, opening hours, whether an appointment is needed and the eligibility conditions. If it cannot help, ask which other public service or verified organisation to contact.
  4. If there is immediate danger, call 112. If trafficking or exploitation is involved, contact the national anti-trafficking helpline 800 290 290, free, confidential and available 24/7.

6. Lawyer, legal aid and permits for vulnerable situations

State-funded legal aid is available only for proceedings and under conditions set by law. Residence pathways for special circumstances also depend on the facts; no permit can be guaranteed without assessing the case.

Steps to follow

  1. Write a brief summary of what happened, which documents or decisions you received and whether there are deadlines. Do not send sensitive documents to unverified contacts.
  2. Contact the Bar Association where you live and ask about state-funded legal aid and a lawyer experienced in immigration or children’s law.
  3. Ask whether your type of case is covered, which financial or procedural requirements apply and what documents are needed. Do not assume all immigration cases are automatically covered.
  4. If children, violence, severe exploitation, trafficking, illness or another vulnerability is involved, tell the lawyer or specialist service. This may help identify the correct route, but does not guarantee a permit.

7. Violence, trafficking, exploitation or discrimination

You can seek guidance even without a residence permit. Choose the service for the issue; call 112 if you are in immediate danger.

Steps to follow

  1. Violence against women or stalking: call 1522, the free public service available 24 hours a day.
  2. Trafficking, forced labour, sexual exploitation or severe exploitation: call 800 290 290, a free, confidential, multilingual national helpline available 24/7 that can refer you to local services.
  3. For discrimination, contact the national UNAR service on 800 90 10 10 or consult its official website for reporting guidance.
  4. When you contact a service, first explain the risk and where you are. Do not confront someone threatening you alone, and do not publicly share your location or documents.

A practical 4-step plan

  1. 1. Identify the most urgent need

Healthcare, safety, housing, work or an administrative issue.

  2. 2. Search the directory

Enter your municipality or postal code and choose the support type; widen the search to the province if needed.

  3. 3. Contact the organisation directly

Share only what is necessary to ask for an appointment. Ask what it offers, whether it is free and what documents, if any, you should bring.

  4. 4. Verify before sharing information

Check that the website, number or WhatsApp account really belongs to the organisation. Do not post documents in comments or groups or send originals to strangers.
